Among the mind's powers is one that comes of itself to many children and artists. It need not be lost, to the end of his days, by any one who has ever had it. This is the power of taking delight in a thing, or rather in anything, everything, not as a means to some other end, but just because it is what it is, as the lover dotes on whatever may be the traits of the beloved object. A child in the full health of his mind wifi put his hand flat on the summer turf, feel it, and give a little shiver of private glee at the elastic firmness of the globe. He is not thinking how well it will do for some game or to feed sheep upon. That would be the way of the wooer whose mind runs on his mistress's money. The child's is sheer affection, the true ecstatic sense of the thing's inherent characteristics. No matter what the things may be, no matter what they are good or no good for, there they are, each with a thrilling unique look and feel of its own, like a face; the iron astringently coop under its paint, the painted wood familiarly warmer, the clod crumbling enchantingly down in the hands, with its little dry smell of the sun and of hot nettles ; each common thing a personality marked by delicious differences.

In the public interest

The Scandinavian countries are much admired all over the world for their enlightened social policies. Sweden has evolved an excellent system for protecting the individual citizen from high-handed or incompetent public officers. The system has worked so well, that it has been adopted in other countries like Denmark, Norway, Finland, and New Zealand. Even countries with large populations like Britain and the United States are seriously considering imitating the Swedes.

The Swedes were the first to recognize that public officials like civil servants, collectors can make mistakes or act over-zealously in the belief that they are serving the public. As long ago as 1809, the Swedish Parliament introduced a scheme to safeguard the interest of the individual. A parliamentary committee representing all political parties appoints a person who is suitably qualified to investigate private grievances against the State. The official title of the person is 'Justiteombudsman', but the Swedes commonly refer to him as the 'J.O.' or 'Ombudsman'. The Ombudsman is not subject to political pressure. He investigates complaints large and small that come to him from all levels of society. As complaints must be made in writing, the Ombudsman receives an average of 1200 letters a year. He has eight lawyer assistants to help him and he examines every single letter in detail. There is nothing secretive about the Ombudsman's work, for his correspondence is open to public inspection. If a citizen's complaint is justified, the Ombudsman will act on his behalf. The action he takes varies according to the nature of the complaint. He may gently reprimand an official or even suggest to parliament that a law be altered. The following case is a typical example of the Ombudsman's work.

A foreigner living in a Swedish village wrote to the Ombudsman complaining that he had been ill-treated by the police, simply because he was a foreigner. The Ombudsman immediately wrote to the Chief of Police in the district asking him to send a record of the case. There was nothing in the record to show that the foreigner's complaint was justified and the Chief of Police stoutly denied the accusation. It was impossible for the Ombudsman to take action, but when he received a similar complaint from another foreigner in the same village, he immediately sent one of his lawyers to investigate the matter. The lawyer ascertained that a policeman had indeed dealt roughly with foreigners on several occasions. The fact that the policeman was prejudiced against foreigners could not be recorded in he official files. It was only possible for the Ombudsman to

find this out by sending one of his representatives to check the facts. The policeman in question was severely reprimanded and was informed that if any further complaints were lodged against him, he would be prosecuted. The Ombudsman's prompt action at once put an end to an unpleasant practice which might have gone unnoticed.

When a man is ten, he has a boy's faith in almost everthing: even Santa Claus is a belief he is not quite ready to give up so long as there is a chance the old gentleman may really live and deliver. When a man is twenty, he is closer to compete disillusion and stronger conviction than he will probably ever be in his life.

This is the age of atheists and agnostics; it is also the age of martyrs. Jesus Christ must have been a very young man when he died on the cross; Joan of Arc, they say, was only nineteen as the flames consumed her. It is in the later years---oh, anywhere from thirty to fifty---that a man at some time stands with the tatters of his hopes and dreams fallen from him and asks himself:"What, indeed, do i believe?"

He is very apt, then, to cling to the words of other men who have written for him the shadow signposts that come as anything to poiting pathways he found best in the past and roads he will trust on the way ahead. These words may be mere copybook maxims: that honesty is the best policy, or haste makes waste. They may be alone from Shakespeare---

"To thine own self be true"---or from the bible---"All things whatsoever ye would that men should do to you, do ye even so to them"---or from the poets" i myself am Heaven and Hell". They may seem a sort of hodgepodge in a man's mind, yet they can make a pattern not inconsistent and not weak.

So if i believe that i myself am Heaven and Hell, that anything less than honesty to myself and others is a boomerang on them and me; if my translation of the Golden Rule is simple acts of kindness and understanding and compassion, practiced in the hope that they will be shown to me, then i have a way of life that is a sort of unselfish selfishness. The bald statement may sound cynical, but if i can follow that way, i shall not be too unhappy here and i may face death with regret but an untroubled face and a stout heart.

But there are blocks and pitfalls in a way of life, even assuming that a man can adhere to it steadfastly despite his own inclinations to deviate. These obstacles are the work other men who adhere to other ways. Hence kindness and compassion are not enough.

A man, i believe, must have courage and fortitude and a burning sense of justice, too. There are times we should turn the other cheek, but there are likewise times when we must fight the good fight. When? Well, if a fellow can't find the answer on the signposts or in his heart, i guess he has just got to pray.
